A new firm with 15+ years of engineering behind it

Horizon Infrastructure Engineering, PLLC is a New York civil and structural engineering consultancy for property owners, developers, architects, contractors, and public-sector teams.

Why HIE exists

Rana Afzal, P.E. founded HIE to give clients direct access to an experienced engineer: someone who treats clear communication as seriously as the calculations.

The firm is new; the engineering isn't. Before HIE, Rana spent more than 15 years on structural evaluation, site engineering, and construction support for transportation, aviation, housing, and parks projects for public agencies.

HIE doesn't have a project archive under its own name yet, and we'd rather say so than borrow credibility. Ask about Rana's past project work and we'll walk you through it.

The principles behind every project

Technical rigor

Every calculation, drawing, and recommendation is checked against code and sound practice before it leaves the office.

Plain answers

We explain our reasoning in plain language, flag risks early, and say what we don't know yet instead of guessing.

Direct access

You talk to the engineer doing the work, not an account manager, and you hear from us before a small issue grows.

Code fluency

We keep current with NYC and NYS building codes, zoning, and agency requirements so filings don't stall.

Realistic scope

We scope honestly and tell you about schedule or budget impacts as soon as we see them.

Coordinated work

Structural, civil, and stormwater input under one firm means fewer gaps and fewer surprises.
